Have you thought about one of the child 'leashes' for your toddler?
i did some damage to my mom's spine when I was born and she couldn't lift me after a certain point without risking serious harm to her back. She got one of the leashes and I was a 'magical pony who pulled mommy along the way'. She said without it, I would've run off at every shiny item in sight and it gave me the feeling, or so she tells me as I was much too little to remember it lol, of being a 'big girl' who could walk a bit aways from mommy. :)

We have several and they work great for us. I started using them with Kennedy when she was just starting to walk. Now, there are some drawbacks, I can’t just pick her up and carry her when she goes boneless because she’s mad. So, if we are walking together I also usually have my Ergo carrier as well.
